On European Program for Critical Infrastructures Protection

The atrocities of 11 September 2001 in New York and the Madrid train bombing in 2004 have indicated terrorists' willingness to target infrastructure as well as people. Critical infrastructures are becoming more and more interdependent as the economic, technological, and social processes of globalization intensify. Therefore, the damage or loss of a piece of infrastructure in one Member State may have negative effects on several others and on the European economy as a whole. With this in mind, a Directive on European Programme for Critical Infrastructure Protection was proposed and political agreement on the Directive was reached between the Member States in June of this year.
The objectives of the Directive are the creation of a procedure for the identification and designation of European Critical Infrastructure and a common approach to the assessment of the needs to improve the protection of such infrastructures.
The presentation will explain the Directive and what it contains, the current status and the preparation of the guidelines to its implementation.
Examples of the problems and consequences of outsourcing critical services to other countries will also be given.
